The very first paper made more than 2000 years ago was made from waste material. Whether or not the Chinese who were the first to make paper were concerned with waste management benefits or not is not for us to say, leave that to the archeologists. What we do know that for the first 1800 of the 2000 years that there has been paper, it was always produced from discarded material.
