Life During the Great Depression
Tomorrow’s meeting will be one in which you share your
struggles with many of the different people that suffered during the years of
the Great Depression. To prepare, you
should carefully read over your role and prepare
a written first person statement containing four to five important facts about
your challenges during the Depression.
You will need to emotionally relate your problems to the other Americans
you meet tomorrow. You should include an
actual primary source quote from your role, and pictures would always help! Use some of the links above for assistance.

New Programs, Old Prejudices Problems remained, however. The new relief and employment programs were ordered not to discriminate on the basis of race. Yet they were run by people who brought with them their own prejudices, and that meant that African Americans were excluded from many benefits.
Many of the programs also excluded women. According to the culture of the times, men were supposed to work, and women were supposed to stay home and take care of families. The CCC specifically excluded women, and the WPA did not offer jobs to many. The
National Youth Administration (NYA), established under the WPA, finally admitted women on an equal basis. A special NYA Division of Negro Affairs, headed by
Mary McLeod Bethune, also ensured that this agency was non-racist.

Discrimination Continues
Last hired and first fired, African Americans bore the brunt of the Great Depression. African-American unemployment rates were four to six times higher than white unemployment rates. Even when relief programs began, African Americans were usually left out and left behind.
The Civilian Conservation Corps (CCC), despite a legal guarantee of nondiscrimination, did not hire many African Americans. White supervisors, especially in the South, simply refused to hire them. When some African Americans were hired, they lived in segregated camps commanded by whites.
The Works Progress Administration (WPA) did a better job of hiring African Americans. Unfortunately, the WPA focused mainly on hiring men. It offered comparatively few jobs to women and made eligibility more difficult for women.
Change Ahead
In 1935, President Roosevelt established the National Youth Administration (NYA) within the WPA to employ people between the ages of 18 and 25. Unlike the CCC, the NYA would employ both men and women in roughly equal numbers.
In 1936, Roosevelt established the NYA Division of Negro Affairs and appointed Mary McLeod Bethune to head it. Bethune and Eleanor Roosevelt were already good friends. Bethune was now the highest-ranking African American in government. She had power, and she would use it. In 1937, she told the Kentucky Negro Educational Association that "the NYA has dispelled the thick and oppressive clouds of despair under which Negro youth has long struggled until they now can see through the rift the blue sky of hope and promise."
The NYA continued until 1943. During its tenure, it employed 300,000 African-American youth, slightly more than 10% of all its employees. They were paid the same and given the same educational and training opportunities as white participants.
